Los Angeles, CA – In a significant development aimed at improving traffic flow and reducing congestion, the 405 Freeway has introduced new express lanes. Starting this Friday, drivers traveling between Orange and Los Angeles Counties will have access to two additional express toll lanes and a new regular lane on both sides of the freeway. The Orange County Transportation Authority (OCTA) oversees this development, which stretches from Costa Mesa to the Los Angeles County line.

Dynamic Pricing
The tolls for these express lanes are variable, based on factors like traffic volume, peak and non-peak hours, the number of occupants in a vehicle, and the direction of travel. During peak hours (6 to 10 a.m. and 2 to 7 p.m. on weekdays, and 1 to 7 p.m. on weekends), the fees range from $2.70 to $9.95 for vehicles with one or two occupants. However, vehicles carrying three or more passengers can use the lanes for free.
Incentives for Carpooling and Clean-Air Vehicles
For the first three years, vehicles with two occupants can use the express lanes for free during non-peak hours. Additionally, motorcycles, vehicles with handicapped or veteran license plates, and clean-air vehicles (which receive a 15% discount) are encouraged to use these lanes.
Infrastructure Enhancements
Alongside the express lanes, OCTA has added a regular lane to improve traffic flow and replaced 18 bridges, enhancing streets, sidewalks, and bike lanes over a 16-mile stretch.
Impact on Traffic and Future Plans
Darrel Johnson, CEO of OCTA, anticipates that these changes will significantly alleviate traffic congestion. Drawing parallels with the 91 express lanes, Johnson highlighted their efficiency in handling a large traffic volume during rush hours. After covering operational, maintenance, and financing costs, the revenue generated from these tolls will be reinvested in further improvements to the freeway and public transit in the corridor.
Access and Usage
The 405 Freeway now features seven access points between SR-73 and I-605, strategically located to serve key interchanges and business areas like Westminster Mall, Bella Terra, Goldenwest College, and South Coast Plaza. These access points are designed to minimize community impact while providing maximum convenience to drivers.
Transition and Adaptation
As drivers adapt to these new changes, Johnson acknowledges some initial challenges but remains optimistic about the long-term benefits. The OCTA has made transponders available for $15, which can be purchased at their office in Costa Mesa or online, to facilitate easy access to the express lanes.
